REGIONAL FIRE SERVICES COMMITTEE

                The Regional Fire Services Committee consists of 2 Councillors from each of the Cities of St. John’s and Mount Pearl.  The primary mandate of the Committee is to provide fire services to both cities and to other user municipalities as approved by the Committee, in the most cost-effective and efficient manner possible.

 

            The Committee reviews and approves all policy issues relating to the St. John’s Regional Fire Department, and makes regular reports to both Councils.  All policy matters are considered by the Committee prior to their consideration by either Council.

 

            The Director of Regional Fire Services (Fire Chief) of the St. John’s Regional Fire Department reports to and is accountable to the Regional Fire Services Committee for the implementation of its approved policies and plans. However, the day to day management of the Fire Department is the responsibility of the Director, acting in consultation with the Directors of the various Departments and the City Manager of the City of St. John’s.

 

            The Committee is guided by the following principles:

 

a)      The Committee approves by December 1st of each year, the annual operating and capital budgets of the St. John’s Regional Fire Department.

 

b)      The Committee approves by December 1st of each year, the annual user fees for both cities and other municipalities who use the services of the St. John’s Regional Fire Department.

 

c)      The Committee reviews monthly and annual financial reports of the St. John’s Regional Fire Department and provides direction as required to ensure compliance with approved budgets and plans.

 

d)      The Committee reviews and approves the management structure of the St. John’s Regional Fire Department and any changes that may be recommended including the appointment of the Director/Chief and senior management.

 

e)      The Committee reviews and approves recruitment policies for all positions within the St. John’s Regional Fire Department.

 

f)        The Committee provides direction for the collective bargaining process and approves any changes to the Collective Agreement.

 

g)      The Committee conducts management and operational reviews as required to ensure compliance with its stated mandate.
